PSD2 Directive

Dear clients,

In connection with Delegated Regulation (EU) 2018/389 and Directive (EU) 2015/2366 Payment service directive (PSD2), we inform you that Texim Bank will provide access via a specialized interface – an API based entirely on the National Technical Standard called BISTRA (Bank Interfaces for Standardized Payments).

The developed standard defines the means and methods of interaction of participants in the payment process and is based on the widely accepted NextGenPSD2 XS2A Framework platform developed by the Berlin Group.

With the implementation of specialized interfaces (APIs), it will be possible for individual and corporate customers to share their data with other licensed payment service providers, retrieve account information, and allowing them to initiate payments through their systems.

Texim Bank will provide its customers with mechanisms for managing access to their data, as well as for managing limits if they wish to make a payment order through another service provider, to guarantee the privacy of customer data and a high level of security.

Requirements for payment service providers

To access the developed specialized API, service providers (TPPs) must meet the following requirements:

  • Have a valid accreditation to provide services under PSD2 from the relevant national supervisory authorities.
  • To have a Qualified Web Authentication Certificate (QWAC) according to (ETSI TS 119 495.2). The certificate should be issued by the trusted certificate issuers’ EU list of trusted providers. The certificate should specify the roles for which the provider is authorized:
  • Payment initiation (PSP_PI);
  • Account information (PSP_AI);
  • Issuing of card-based payment instruments (PSP_IC)

Access to the development test environment and production environment must be requested at the above contacts. The payment service provider should send the public key of the QWAC certificate to openbanking@teximbank.bg.

Requirements for the bank’s customers in connection with the use of the Open Banking service

To be able to use the Open Banking service, a client of the bank must have fulfilled the following requirements:

  • To have a valid registration for the Internet Banking and Mobile Banking system;
